Orders for removal under Section 47 of the 1948 National Assistance Act are little discussed. However, they involve severe infringements of the civil liberties of those affected. It is argued that all previously presented justifications for the use of these orders fail. Repeal of the act is called for. The Law Commission has drafted alternative legislation, but this has not been enacted. This paper considers the Cartesian theatre as a metaphor for the virtual reality models that the brain uses to make inferences about the world. This treatment derives from our attempts to understand dreaming and waking consciousness in terms of free energy minimization. The idea here is that the Cartesian theatre is not observed by an internal audience but furnishes a theatre in which fictive narratives and fantasies can be rehearsed and tested against sensory evidence. We suppose the brain is driven (...) by the imperative to infer the causes of its sensory samples; in much the same way as scientists are compelled to test hypotheses about experimental data. This recapitulates Helmholtz's notion of unconscious inference and Gregory's treatment of perception as hypothesis testing. However, we take this further and consider the active sampling of the world as the gathering of confirmatory evidence for hypotheses based on our virtual reality. The ensuing picture of consciousness resolves a number of seemingly hard problems in consciousness research and is internally consistent with current thinking in systems neuroscience and theoretical neurobiology. In this formalism, there is a dualism that distinguishes between the process of inference and the process that entails inference. This separation is reflected by the distinction between beliefs and the physical brain states that encode them. This formal approach allows us to appeal to simple but fundamental theorems in information theory and statistical thermodynamics that dissolve some of the mysterious aspects of consciousness. The book focuses on the moral questions that he considered to be important in regard to the economic reforms that were necessary to secure the utilisation of modern productivity for the welfare of mankind. In this work, Hobson considers the wasteful working of the economic system, with its over-production, under-consumption and unemployment and states that these (...) errors are due to the unfair way in which income is apportioned among the nations, classes and individuals that produce it. _Poverty in Plenty_ argues for a conscious economic government inspired by a sense of justice and humanity. Hobson’s seminal analysis of the causal link between the rise in gold prices and the increase in wages and consumer buying power in the early years of the Twentieth Century. Contrary to the assertions of some notable contemporary economists and businessmen, Hobson contended that the relationship between gold prices and wages was in fact much more complex than it initially appeared and that there were significantly more important (...) factors in the rise of contemporary wealth, such as the rapid enlargement of state enterprise and joint stock companies; a wide extension of banking and general financial apparatus; and the opening of profitable fields of investment for the development of underdeveloped countries, which helped raise the rate of interest and profits. First published in 1914 and reissued with a new introduction in 1992, _Work and Wealth _is a seminal vision of Hobson's liberal utopian ideals, which desired to demonstrate how economic and social reform could transform existing society into one in which the majority of the population, as opposed to a small elite, could find fulfillment. Hobson attacked conventional economic wisdom which made a division between the cost of production and the utility derived from consumption. Far from being necesarily (...) arduous, Hobson argued that work had the potential to bring about immense utility and enrichment. Recent neuropsychological data indicating that an absence of dreaming follows lesions of frontal subcortical white matter have been interpreted by Solms as supportive of Freud's wish-fulfillment, disguise-censorship dream theory. The purpose of this commentary is to call attention to Solms's commitment to Freud and to challenge and contrast his specific arguments with the simpler and more complete tenets of the activation-synthesis hypothesis. Definitions of dreaming are not required to map formal features of mental activity onto brain measures. While dreaming occurs during all stages of sleep, intense dreaming is largely confined to REM. Forebrain structures and many neurotransmitters can contribute to sleep and dreaming without negating brainstem and aminergic-cholinergic control mechanisms. Reductionism is essential to science and AIM has considerable heuristic value. Recent findings support sleep's role in learning and memory. Emerging technologies may address long-standing issues in sleep and dream research.

Dreaming consciousness can be quite different from waking consciousness and this difference must depend upon the underlying neurobiology. Our approach is to infer the underlying brain basis for this difference by studying dream reports and comparing them with waking. In this study we investigated mentation during dreaming by asking subjects to provide us with dream reports and by asking them to create a dream log. In the dream log, the subjects recorded all implausibility, illogicality or inappropriateness of character during the (...) dream narrative when compared to the character’s real-life waking counterpart. Thus, the dream acted as its own control in comparing waking and dreaming mentation. (shrink)

The nature and time course of sleep onset (hypnagogic) mentation was studied in the home environment using the Nightcap, a reliable, cost-effective, and relatively noninvasive sleep monitor. The Nightcap, linked to a personal computer, reliably identified sleep onset according to changes in perceived sleepiness and the appearance of hypnagogic dream features. Awakenings were performed by the computer after 15 s to 5 min of sleep as defined by eyelid quiescence. Awakenings from longer periods of sleep were associated with (1) an (...) increase in reported sleepiness, (2) a decrease in the length of mentation reports, (3) a decrease in the frequency of reports of normal, wake-like thoughts, (4) an increase in the frequency of ''unusual thoughts,'' and (5) increased frequencies of formal dream features, including visual hallucination, self-representation, fictive movement, narrative plot, and bizarreness. While sleep-onset reports can include all features of rapid eye movement (REM) dream reports, the number of such features is markedly reduced at sleep onset, suggesting that this mentation is a greatly diminished version of REM dreaming. We have conducted a home-based study of children′s dream reports in which parents used open-ended interviewing styles to collect 88 dream reports from their 4- to 10-year-old children in the comfortable and supportive environment of their own homes. Particular attention was paid to formal properties including characters , settings, self-representation, and bizarreness. In contrast to previous studies, our data indicate that young children are able to give long, detailed reports of their dreams that share many formal characteristics with adult dream (...) reports. Because this wide range of dream mentation is only revealed to trusted confidants in a familiar and comfortable environment, an important implication is that the sleep laboratory may not be the best source of naturalistic dream data. Mars as seen by Martians resembles our Mars: ruddy, rocky, dusty, inhospitable, and cold. This chapter focuses on Draper and the Mars Congressional Republic (MCR). What is striking about the culture of the MCR is how naturally it flows from contemporary visions of space exploration, especially those from the (...) Apollo era forward. For somewhat more specific examples, the chapter considers the “Statement of Philosophy” of the National Space Society, another well‐known space advocacy organization in the US. J.A. Hobson is known for his views on economy and imperialism. He was also concerned with social psychology and especially with the phenomenon of crowds, which was much discussed at the beginning of the twentieth century. As crowd behaviour was both collective and apparently irrational, it could undermine liberalism. However, Hobson uses crowd phenomena to bolster his own brand of social-democratic liberalism. He perceives mass behaviour as a constituent of the social dialogue favoured by liberals since J. S. (...) Mill, and argues that alterity and festivity are themselves human traits that merit political and legal recognition. This expanded view of human nature grounds a perception of rights which includes entitlements to leisure and structureless sociability: the welfare measures which guarantee such entitlements are thus made constituents of a revised liberalism. His interpretation of the crowd also serves Hobson as a warning to social theory itself, which, he argues, should acknowledge its distance from the world it attempts to analyse. This perception of theory further acts to strengthen liberalism, as it points to the contingent, open-ended character of any view of society and hence favours dialogue and open expression of varying opinions. This paper presents a new perspective on British free traders’ economic thought in the first half of the twentieth century. Former studies have exclusively focused on the aspect of consumerism and idealistic internationalism as the characteristics of British free trade ideology. In so doing, they have overlooked another important aspect of British free traders’ thought. That is, especially within the tradition of left-leaning liberals or New Liberals, the discourse of producerism and a kind of economic nationalism emphasising the home market (...) rather than the external market paradoxically coexisted with fervent support for free trade. This paper elucidates that overlooked tradition of producerism and economic nationalism within liberal economic thought, mainly based on the analysis of the works of J. A. Hobson and J. M. Keynes. Both Hobson and Keynes are known to have frequently changed their opinions on external economic policy, and there has been controversy over how their changing economic thought should be interpreted. This article also suggests an original coherent interpretation regarding this matter by observing the contradictory coexistence of economic nationalism and free trade ideology within the liberal tradition and sheds new light on both Hobson’s and Keynes’s economic thought. Since the publication of J. A. Hobson’s (1858–1940) Imperialism: A Study in 1902, the text has been studied—even celebrated—as a liberal or proto-Marxist critique of modern empires. This reputation stands in some tension with the text itself, which defends various forms of imperial domination. While scholars have addressed this tension, they remain divided over how best to understand Hobson’s imperial commitments. Offering a new response to this debate, I argue that a key dimension of Imperialism has been overlooked—namely, (...) Hobson’s conception of humanity as stratified into a hierarchy of racial “souls.” This deeply committed view of human difference undergirded Hobson’s arguments about the moral and practical limits of Western imperial power. This article shows how Hobson articulated imperialism as the “parasitic” rule of whites over the nonwhite world—the solution to which was not the rejection of empire but the reform of white imperial power in accordance with his normative vision of global racial hierarchy. This recovery reveals the redemptive critique at the core of Imperialism and enables us to more readily grasp the text as a form of imperial apologetics. The article concludes with the suggestion that Hobson is better understood not as a liberal- or socialist-imperialist but as a proponent of racial capitalism on a global scale. (shrink)

Problem: Mitterer's critique of the central argumentations of radical constructivists has been mostly neglected until today. The paper presents and evaluates his criticism and, in the second part, outlines a format of constructivism that tries to draw appropriate consequences. Solution: In his critique Mitterer explains why the radical constructivism represented above all by Maturana, Varela, von Glasersfeld or Roth still remains in a dualistic format. In his view Neurobiology is used in their writings as the indisputable basis for deriving far-reaching (...) epistemological consequences. Therefore constructivism evades self-application. To overcome this serious critique a different approach to constructivist thinking is sketched that operates without using any biological or psychological theories, tries to avoid dualism, and elaborates Mitterer's basic argument that the description of an object and the object under description are the same. Benefits: The paper shows what constructivism can learn from a serious critique and how it can be rewritten in a non-dualistic way. (shrink)
